         On April 12, The Company held a meeting on the business training of cadre and personnel files and the policy interpretation for state-owned enterprise wage decision mechanism to thoroughly study the Working Rules on Cadres and Personnel Files and the Opinions on Implementing the Reform of State-owned Enterprise Wage Decision Mechanism of Shandong Provincial Government and convey the spirit of the national and provincial work conference on cadres and personnel files and the policy requirements of the Human Resources and Social Security Department of Shandong Province on the training class of Implementation Opinions. Ni Shoumin, Deputy Secretary of the Party Committee and Director of the Company, presided over the meeting and delivered a speech.
          Ni Shoumin pointed out that the cadre and personnel files are the unique wealth created by the Party, the important ruling resource of the Party in the new era, and the important foundation for building a high-quality professional cadre team. The Working Rules on Cadres and Personnel Files have standardized and improved the system, content construction, daily management, utilization review, and discipline supervision of the work relating to cadre and personnel files, and provided basic reference for the work relating to cadre and personnel files for a time of period in the future. All units of the Company should attach great importance to the work relating to cadre and personnel files, hold the attitude of being responsible for the cause and for the cadres, further unify their ideological understanding, improve political positions, and successfully complete the work relating to cadre and personnel files. They should take the initiative to study, get in-depth study of the Working Rules, take the lead in implementing the regulations, strictly control the selection of personnel files, focus on strengthening the file review and content construction, deepen the utilization of files, and promote the full coverage of the special review for cadre and personnel files, adhere to the principle of "Review If Proposed" "Review If Introduced” and "Review If Transferred", resolutely prevent cadres who have problems with the file from "being promoted with defects" and "working with defects". They should work hard to promote the institutionalization, informatization, and scientific construction of file management, build a solid foundation, and build a strong team, so as to effectively improve the quality and level of the work relating to cadre and personnel files of the Company with higher standards, stricter requirements, and more practical measures.
